Duquesne Light Company (DLC) proposes to upgrade the existing Colfax-Highland 69kV Line#2 with a double-circut 138kV line beginning at Highland Substation in the City of Pittsburgh, passing eastward through the Municipality of Penn Hills and terminating at the existing Logan’s Ferry Substation in Plum Borough, Allegheny County, Pennsylvania.

The first 1.14 miles of the existing 69kV Line #2 is constructed with lattice steel tower structures on common right of way (ROW) with Line #1. The remaining 7.51 miles of existing Line #2 has lattice steel tower structures on separate ROW. A new 0.31 mile section is needed to tie into Logan’s Ferry Substation.
