Overview of Project
Duquesne Light Company (DLC) proposes to
upgrade the existing Colfax-Highland 69 kV Line #2 to a double circut 138kV beginning at Highland Substation in the City of
Pittsburgh, passing eastward through the Municipality of Penn Hills and terminating at the existing
Logan’s Ferry Substation in Plum Borough, Allegheny County, PA.

Need Statement
The existing single-circuit Colfax-Highland 69kV
Lines, identified as #2 line, needs to be upgraded between Highland and Logan’s Ferry substations. This upgrade
is one of the projects outlined in Duquesne Light’s Eastern Area Development Plan. It is the most economic way
to implement Duquesne Light’s plan to improve reliability for its customers in this area.

Schedule Update Wire installation is continuing at locations in Penn Hills. A helicopter will be installing rope for wire pulling on Oct 28.
- August 7, 2009
Schedule Update Helicopter will pull in rope as preparation for wire stringing near the Hospital. Crews will continue to set poles.

Schedule Update Contractor digging foundations on McCutcheon Lane and Wilson Drive in Penn Hills Township and Sargent will be setting poles near the Vets hospital in the City of Pittsburgh.
